A past concept artist, Nelson Hernandez, has recently released concepts arts for objects from The Sims 4 Backyard Stuff, and also unreleased content.
The first photo seems to be concept art from The Sims 4 Backyard Stuff with the images of the bird house and other objects that were added into that pack!
The second photo seems to be future content with a beach-set location seen in the background. This concept artist did work on The Sims 4 from September 2015 to April 2016, and his job was to create objects for "new locals in game"; so this does seem to be future content for a future Sims 4 pack perhaps!
So these two picture do show previous concepts for The Sims 4, but the second one seems to be the more interesting picture of the two. We haven't seen a beach-themed world like that in the game yet. The only time we've seen a beach in The Sims 4 would be with The Sims 4 Get Together, but it hasn't looked like this; so the concept could possibly be for a future "beach-themed" world in The Sims 4! But only time can tell!
